Loren Cohen represented an executive of Global Crossing during his appearance before the Subcommittee on Oversight and Investigations of the United States House of Representative's House Energy and Commerce Committee. The Subcommittee conducted an inquiry titled " Capacity Swaps by Global Crossing and Qwest: Sham Transactions designed to Boost Revenues?"
